TLEPN Vision and Mission
Vision: Our vision is to build and maintain the best state-wide Peer Network possible, and to give continuous support to the Law Enforcement Officers in the field.
Mission: Our Mission is to eliminate police suicide in the state of Texas, because even one is too many.
How Do I Participate
The Texas Law Enforcement Peer Network (TLEPN) is a state-wide program designed to give every Texas Law Enforcement Officer access
to specially trained peers to address stressors, trauma, fatigue and other needs to
combat workforce burnout and end Police suicide and self-harm. The network will train
and mentor police officer volunteers to assist their fellow officers manage stressors
both on and off the job.
- Simple to use: Download the App, get access code from MyTCOLE, select a peer from the list, and reach out for help or contact the network by phone at (972) 336-1314 or by email at TLEPN@untdallas.edu
- Completely anonymous: User information is not saved or shared. You do not even have to use your work contact info when reaching out for help.
- Cops helping Cops: The peers available are all volunteers and are trained by TCOLE standards to help when it is needed the most.

Investigator Lance Watkins - Baytown Police Department (TLEPN Southern Region)
Investigator Lance Watkins of the Baytown Police Department is originally from New York City and has over 32 years of law enforcement experience, including service as a 9/11 first responder. He retired from the NYPD in 2010 and served in the U.S. Navy, participating in Operation Enduring Freedom and Operation Iraqi Freedom. In 2011, he joined the Baytown Police Department and currently serves in the Investigations Division, specializing in child crimes, BAT, and adult sex crimes.
Beyond his investigative work, Investigator Watkins is deeply involved in officer wellness and education. He is a member of the Peer Support Team, a Baytown PD Academy instructor in Crisis Intervention Training, and an adjunct professor at Lee College. His career reflects a profound dedication to public service, mentorship, and peer support. We’re honored to celebrate his ongoing contributions to the law enforcement community.
